State Chief Information Officer

Timothy Galluzi was appointed administrator of the Enterprise Information Technology Services Division (EITS) in February 2021 and designated as the State Chief Information Officer in June 2022. Following the agency's transition from EITS to the Office of the Chief Information Officer in the Governor's Office, Timothy was reappointed State Chief Information Officer.
Timothy has been serving the State of Nevada since 2013 in various roles in information technology (IT) and leadership. He began with EITS in 2018 and has served as the project manager for the statewide Microsoft Office 365 implementation as well as the technology investment administrator in EITS Office of the Chief Information Officer. Prior to his tenure at EITS, Timothy held IT professional and programmer/analyst roles at the State Public Works Division and Western Nevada College, respectively. Timothy started his IT career by serving eight years in the United State Marine Corps filling roles as a telecommunications chief and Formal Schools instructor.
Timothy earned a Bachelor of Science in Business Administration and a Master of Business Administration in IT Management from Western Governors University. Timothy is a proud Marine Corps veteran and has worked to give back to his fellow veterans, volunteering to serve on former Governor Sandoval's Student Veterans Advisory Council, the Western Nevada College Veterans Resource Center, and the Disabled American Veterans, Carson City Chapter.
Senior Deputy Chief Information Officer, Chief Operations Officer

Darla J. Dodge has spent 28 years serving the State of Nevada in senior roles spanning business operations, finance, and strategic planning. She joined Enterprise Information Technology Services as Deputy Administrator in February 2022 and steered the division’s 2023 transition into the Governor’s Office of the CIO.
Today, as Senior Deputy CIO and Chief Operating Officer, Darla directs day-to-day operations, oversees the agency’s financial activities, and drives enterprise-level strategic initiatives. Her extensive experience and strong business acumen make her a critical asset in aligning the agency with its broader objectives, while also fostering the development of emerging leaders to advance the agency’s mission and success. Her MBA from Western Governors University—combined with deep public-sector experience—positions her to align technology investments with statewide priorities while mentoring the next generation of IT leaders.
Deputy Director, Office of Information Security and Cyber Defense

Adam Miller assumed the role of the Administrator for the Office of Cyber Defense Coordination for the State of Nevada on September 30, 2024. He is responsible for advising the Chief Information Officer on cyber threats and cyberattacks throughout the State of Nevada, as well as implementing Statewide cyber policy in conjunction with our State, Local, Tribal, and private sector partners. Adam’s role is to facilitate and work with all State partners in areas such as the sharing of cyber threat intelligence, formulating incident response plans, and building a statewide security operations center that supports a whole-of-state approach to cybersecurity.
Prior to his appointment as Administrator, Adam worked as a Senior Policy Advisor to the Principal Cyber Advisor to the Secretary of the Army. In that role, he was responsible for advising on all Congressional cyber matters, including issues of readiness, capabilities, and strategy. Previously, he was a legislative liaison at U.S. Cyber Command where he worked directly with Congress and U.S. Cyber Command senior leadership on any authorizations, appropriations, and policy changes effecting the Command. Prior to that, Adam spent almost a decade on Capitol Hill working for multiple U.S. Senators handling the national security policy portfolio.
Adam graduated from Jacksonville State University with a Bachelor of Arts in Political Science.
Chief Financial Officer

Tiffany Morelli started her career with the State of Nevada in 2005 and brings over 15 years of financial experience to the Office of the CIO. Tiffany has served in many roles during her time with the state, starting as an Accounting Assistant at the Department of Taxation and working her way up through elected official offices and the Nevada System of Higher Education.
Tiffany joined the GTO in 2022 as the fiscal lead and through the agency’s transition from EITS to GTO she moved into the Chief Financial Officer role. As CFO, Tiffany is responsible for the financial support of the GTO including oversight of the finance team, contract and SLA management, rate development, and legislative submission for the agency.

Michael stands at the helm of the state's technological and strategic communication initiatives. With over a decade of experience in Information Systems and Technology, Michael's career is marked by a deep commitment to the citizens of Nevada, blending IT expertise with a strong focus on public service.
His journey began in the private sector, where his strategic leadership skills were instrumental in aligning technology with public service objectives. In his current role, Michael excels in crafting communication strategies for state IT projects, aligning them with the needs of Nevada's residents. He adeptly manages media relations and policy advocacy, coordinates legislative activities, and facilitates inter-agency communications.
Beyond project management, Michael is passionate about mentoring professionals, fostering a team that is technologically adept and dedicated to public service. His leadership style emphasizes trust and empowerment, encouraging innovation that prioritizes the people of Nevada.
Michael's approach to technology and communication is citizen-centric, ensuring that policies and solutions under his guidance are accessible, responsive, and beneficial to the community. His dedication to enhancing the lives of Nevada's citizens through advanced IT and effective communication align with his commitment to public service.
Chief Data Officer

Jason Benshoof was appointed to serve as Nevada’s Chief Data Officer in 2024. In this role, Jason oversees the development of policies and frameworks to promote the use of data to inform policy decisions, improve data governance and strategy, and encourage innovation to help Nevada better manage and utilize its data.
Jason has worked in the information technology (IT) field for over twenty-five years and has held a variety of roles in the private sector, academia, healthcare, and state, local, and tribal governments. His previous IT experience includes technical field support, network and systems administration, database administration, system architecture, application development, and IT management. Jason joined the State of Nevada's Department of Health and Human Services in 2009 and was hired to lead the Division of Child and Family Services’ Information Services team in 2015. Jason joined Enterprise IT Services in 2020 as an IT Manager for the Open Systems group within the Computing Services Unit and was promoted to Chief IT Manager of the Client Services Unit in 2021.
Jason enjoys putting his skills to use to serve the workers and programs who provide critical services throughout Nevada. Outside of work, Jason enjoys spending time with his family and taking advantage of northern Nevada's diverse outdoor recreational opportunities.

Computing Services Division
Sean Montierth started his career with the State of Nevada in 2013 with EITS' Application Development team, then moved to the Facility Computing Services Unit in 2015 where he currently serves as Chief. Sean has over twenty-five years of experience in IT which include the private sector and in state and local government. Prior to his career with the State of Nevada, Sean was the Director of IT for Clearfield City, Utah; the vice president, founder, and senior network engineer at Ready Technologies; a lead programmer and project manager for ContentWatch; and an IT manager with Vitrex Corporation. Prior experience includes programming, server administration, data-center operations, networking, database, help desk, desktop support, and telephony. Sean’s current focus is on budgeting, increasing efficiency with economies of scale, and improving service management.
Sean moved to Nevada in 2013 and is happy to call the Silver State his home. He enjoys hiking, biking, camping, and electronics.
Division Chief IT Manager
Client Services Division
Michael D. Smith was appointed to serve as Nevada’s Chief IT Manager of Client Services in 2024. In this role, Michael will utilize his wealth of leadership and management experience to further serve the Office of the Chief Information Officer and its partner agencies exceptional service by initiating a culture shift for the betterment of all executive branch agency users. This includes the installation of the ITIL framework. Michael brings nine years of State IT experience, most of which includes various Information Technology Professional roles with EITS from 2016-2022. In these roles as an IT Professional, Michael launched and instructed staff across the state with Office 365, Teams, and SharePoint. As an IT Professional IV, he was an enterprise architect and TIN administrator. In 2022, Michael was promoted to Information Technology Manager III of Service Management providing leadership for the Enterprise Service Desk, HR Help Desk, Field Support Services, and Application Server Support teams. Prior to his public service with the State of Nevada, Michael worked in managing retail operations, acquiring a customer service interface that he hopes to bring to the executive branch’s partner agencies.
Michael received his Master of Science in Information Technology Management from Western Governor’s University in 2021 and his Bachelor of Science in Computer Science from Chapman University.
Michael was born in the state of Virginia and grew up in Southern California before making Nevada his home for the past 25 years. Outside of his career, Michael spends time with his family and is the music director for his church’s gospel choir.

Bill Kennedy is a results-driven IT leader with over 15 years of experience in data networking, telecommunications, and technology infrastructure management. As the IT Chief Manager within the Office of the Chief Information Officer (GTO), he oversees Unified Communications, Networking, and Network Transport services, driving strategic initiatives to enhance performance and operational efficiency.
Bill has a proven track record in managing complex networks, including carrier-level voice and data transport as well as enterprise-wide area networks (WANs). He is highly skilled in Unified Communications, leading IP/PBX integrations and deployments for large-scale enterprises. He holds an Associate of Arts in Programming, a Bachelor of Science in Computer Science, and multiple industry certifications, including Cisco (CCNP), Microsoft (MCSE), Alcatel-Lucent (ACSE), Aviat, NEC, and ADTRAN.
As a dedicated mentor and leader, Bill has successfully supervised diverse IT teams, fostering a collaborative culture and ensuring high productivity. He is experienced in managing operational budgets of up to $4.5 million and capital projects reaching $22 million, excelling in RFI/RFP development, resource allocation, and milestone management.
Combining technical expertise, strategic vision, and strong interpersonal skills, Bill consistently delivers innovative technology solutions that align with organizational goals and drive measurable results.
