Governor’s Technology Office Welcomes Bertrum Carroll as Nevada’s State Chief Information Security Officer

CARSON CITY, NV. — The Governor’s Technology Office today announced Bertrum Carroll has joined the Office of Information Security and Cyber Defense as Nevada’s State Chief Information Security Officer.

Carroll brings more than a decade of executive cybersecurity leadership experience, including service as a vice president and chief information security officer overseeing security strategy, enterprise risk management and regulatory compliance. He has led large-scale security operations, built high-maturity cybersecurity programs and helped secure both consumer-facing and mission-critical systems.
“Protecting the data and privacy of Nevada’s citizens is a top priority in the GTO. Bertrum Carroll is a seasoned professional who understands the gravity of the modern and ever-changing threat environment. With his expertise at the helm of our security operations, the Governor’s Technology Office is doubling down on our commitment to continuing to build trust and confidence not only with our agency partners, but with the people we all serve, the citizens of Nevada.” said Timothy Galluzi, State Chief Information Officer and Executive Director of the Governor’s Technology Office.
Carroll is a Certified Internal Controls Architect and holds widely recognized credentials including CISSP, CISM, CISA, CIPP/US, ISO 27001 Lead Auditor and ISO 42001 Auditor. He holds master’s degrees in electrical engineering and administration, a graduate certificate in cybersecurity and a bachelor’s degree in computer science. A retired U.S. Army lieutenant colonel, he brings a disciplined, mission-focused approach to leadership.
“Bertrum brings a wealth of knowledge and experience to OISCD and the CISO role. He joins OISCD at a crucial moment as a number of key GTO initiatives gain momentum. Bertrum will step into this leadership position with the skillset and mindset needed to ensure these initiatives are successful for our agency, the executive branch, and our State. The State of Nevada is well-positioned with Bertrum leading security operations and will continue to build on the strong advancements made in statewide cybersecurity,” said Adam Miller, Deputy Director of the Office of Information Security and Cyber Defense.
In his first days with the state, Carroll said his priority is to listen, learn and build on what is already working.
“Before I set direction, I want to understand Nevada’s most important risks, where we are strong today and where we can improve,” Carroll said. “Cybersecurity is not about chasing perfection. It is about managing risk in a deliberate, responsible way that protects public trust.”
Carroll also emphasized the importance of thoughtful governance as emerging technologies continue to reshape the security landscape.
“Artificial intelligence is becoming interwoven into everything we do,” Carroll said. “That means security leaders have to think not only about the technology itself, but also about governance, workforce training, vendor expectations and the responsible use of data.”
As he begins the role, Carroll said he sees significant opportunity ahead for Nevada and intends to approach the work by listening first and partnering closely with agencies.
“The opportunity in front of Nevada is wide open,” Carroll said. “Good security leadership starts with our obligation to serve and protect the public’s data, and that begins with understanding the needs of the agencies we support.”
